Who it's for

Hair care brands that want their own formula

This page is for founders launching a hair care line, and for brands selling a stock formula that want one they own. Most are lifestyle brands whose customers notice how a shampoo lathers, rinses, and smells. All of our hair care product manufacturing is done in the USA, at our Ohio facility.

If beard oil is on your list, it lives on our men's grooming page.

Custom shampoo

Shampoo starts with the surfactant system: the cleansing agents that set how it lathers, how much it strips, and how it feels in wet hair. We formulate sulfate-free and conventional systems, and that choice shapes everything after it.

Viscosity and clarity are decisions, not accidents. A thick, clear shampoo reads as premium in a clear bottle. A pearlized finish looks consistent even when natural ingredients shift the color slightly.

The practical constraint is fragrance. Fragrance load changes viscosity and clarity, so the scent is locked before the formula is final. Each fragrance also carries its own 1,000 unit minimum, so one shampoo in three scents is 3,000 units.

Conditioner

Conditioner is an emulsion, so it is made differently from shampoo. The formula balances slip, detangling, and weight: rich enough for dry or curly hair, light enough that fine hair doesn't fall flat. That balance comes from your customer, so the brief matters more here than anywhere.

Conditioner fills into the same bottle formats as shampoo, and most brands match the two. The constraint founders miss: a matching conditioner is a second product, with its own sample and its own 1,000 units per fragrance. A shampoo and conditioner in one scent is 2,000 units.

Hair serum

Hair serums are light, oil-rich formulas used in small doses to smooth frizz and add shine. Texture is the whole product. Too heavy and it reads as greasy. Too light and customers use half the bottle in a week. Silicone or silicone-free is the other early call, since some customers shop for that on the label.

Serums sell in small bottles with a dropper or a pump, and the closure controls the dose. Pick the closure before the final sample, because the same formula dispenses very differently through each.

Hair treatments

Treatments cover masks, leave-in conditioners, and pre-wash oils: products used less often and expected to do more. They are usually richer emulsions or oil blends, and many fill into jars or tubes rather than bottles.

The constraint is claims. A treatment that promises to soften, smooth, or add shine is a cosmetic. One that promises to stop hair loss, regrow hair, or treat dandruff is an OTC drug in the US, and we keep treatments on the cosmetic side of that line.

Styling products

Styling covers creams, gels, pastes, and pomades: products defined by hold, shine, and how they wash out. Creams and gels are made like other emulsions and water-based formulas. Oil-based pomades and waxes are hot filled, poured warm into the container to set.

The constraint is wash-out. Heavy hold usually means harder rinsing, and customers judge a styling product by the next morning's shampoo as much as by the hold. Set hold and wash-out together in the brief. Pomades for beard and grooming lines are covered on our men's grooming page.

How we formulate hair care

Founders often search for a private label hair care manufacturer first. Private label means a stock formula with your label on it, sold to anyone else who asks. We don't work that way. Our formulation team develops each shampoo, conditioner, and styling formula to your brief, and you own the result.

For hair care, the brief covers lather, rinse feel, weight on the hair, scent, and the claims you want on the bottle. If you already sell a product, send it. It becomes the benchmark the new formula is developed against.

Our team has developed thousands of personal care and hair care formulas. The full project, from brief to delivery, is on the Beauty & Personal Care page.

Hair care packaging

We can source every component, or fill the components you supply. Our piston fillers put liquids and creams into bottles, tubes, and canisters, and each filler runs up to 900 units per hour.

The decisions that move cost and timeline: PET or glass, pump or disc top or flip cap, and bottle or tube. PET is lighter, cheaper to ship, and safer in a wet shower. Glass reads premium and costs more to ship. Pumps cost more than caps, but customers expect one on a large bottle.

Leave room on the label. The ingredient list, net contents, directions, and your brand story all compete for the same panel, and a small bottle runs out of space first.

Hair care compliance

Every hair care product we make is a cosmetic. Ingredients are listed by their INCI names, the standardized names US cosmetic labeling uses.

Claims decide the category. Anti-dandruff, hair regrowth, and hair loss claims make a product an OTC drug in the US, and those are outside what we make. Keep the claims cosmetic: clean, soften, smooth, shine, hold.

Selling in the EU adds fragrance allergen disclosure. Certain fragrance components have to be named on the label, which is one more reason to settle the fragrance early.

Facility compliance across the US, Canada, and the EU is covered on the Beauty & Personal Care page.

We developed a new formula for the brand, not a stock base, and have produced more than 80,000 units of its line at our Ohio facility across multiple production runs. Frequently asked questions

Can you match a formula I already sell?

Yes, as a brief. Send us the product and tell us what to keep and what to change. Our formulation team develops a new formula against it, and you own that formula.

Do you make sulfate-free shampoo?

Yes. We formulate both sulfate-free and conventional surfactant systems. Sulfate-free shampoos usually lather differently and take more work to thicken, so decide early which trade-offs your customers will accept.

Can I launch a shampoo and conditioner together under one minimum?

No. The minimum is 1,000 units per fragrance, and a shampoo and a conditioner are two separate products. A shampoo and conditioner in one scent is 2,000 units, and in three scents it is 6,000.

How is shelf life determined?

Through stability testing on the finished formula in its final package. We coordinate stability testing, along with preservative efficacy testing and anything else your product needs, through third party labs at reduced rates.

How long does a hair care launch take?

Samples take 30 days and production takes 90 days. The time between the two depends on how many revisions your formula needs before you approve it.
